William Dean Rasco

William Dean Rasco, FACHE, became the first president and chief executive officer of the Greater San Antonio Hospital Council in July 1993.  The Hospital Council is a non-profit institutional membership organization of hospitals and related institutions serving over 30 counties of south Texas.  The mission of the Hospital Council is to enhance the abilities of its members to improve the health care status of the communities they serve through advocacy and services.  Mr. Rasco also serves as the Executive Director of the Greater San Antonio Healthcare Foundation.

Mr. Rasco is board certified in health care administration and is a Fellow of the American College of Healthcare Executives (ACHE).   He is the immediate past Regent for the ACHE Lone Star Area.  In conjunction with the Hospital Council, he serves on the American Hospital Association Regional Policy Board (Region 7), the AHA Long Range Policy Committee, Texas Hospital Association Trauma System & Emergency Technical Advisory Group, vice chair and board member of the South Texas Blood and Tissue Center, and the San Antonio Medical Foundation. He also serves on the Nursing Advisory Council of the University of Texas Health Science Center at San Antonio (UTHSC-SA) and on the board of The Coalition to Protect American’s Healthcare. He is a former member and officer of the Bexar County Medical Society Foundation Board. He is also a member of the Greater San Antonio Chamber of Commerce Healthcare and Biosciences Committee and Past Chair of the Conference of Metropolitan Hospital Associations. He was appointed by the American Hospital Association (AHA) as the AHA representative to the Health Resources Services Administration (HRSA) Trauma-EMS System Program which produced the Model Trauma Plan for America and co-chaired the national press conference.

Mr. Rasco oversaw the establishment as Executive Director of the Critical Care Transfer Coordinating Board for Trauma, created in 1994. The board served as the bases to establish region wide trauma policy. He is actively involved with Trinity University’s and Army/Baylor’s Masters Degree Programs in Health Care Administration, as well as at Texas State University.  Mr. Rasco also serves as a preceptor for Baylor, Texas State and Trinity Universities.  He serves on the Trinity University Board of Visitors and Texas State University MHA Advisory Council.   Mr. Rasco is a member and past director of the Rotary Club of San Antonio, Trustee for the San Antonio Museum of Art and also serves as the Chairman of the Board of Governors of the Plaza Club of San Antonio.  He currently serves in the rank of Colonel with the Texas Medical Rangers of the Texas State Guard as the liaison to the Texas Hospital Association.   He is a member of the Air Force Community Council representing the healthcare industry.  Prior to joining the Hospital Council, Mr. Rasco completed a 30 year career in the Air Force, which entailed numerous assignments in key leadership positions to develop new organizations and address health care issues in regional, national and international settings.
